Display Port Output Voltage Question

So I have two old SyncMaster 204Bs connected to a R9 280 via a pair of mini DP to DVI cables. One of the monitors has an issue with horizontal red lines that flicker on and off on the screen. Sometimes its very bad other times it's hardly there at all. It's not a cable problem because when I switch the cables between the two monitors the flickering lines problem doesn't change screens. Ditto for the mini-display port ports When I connect a DVI cable from the GPU to the monitor I don't have the lines at all. So I suspect that there's a slight issue with the signal quality out of the Displayport sockets. I'm wondering if I can up the voltage out of my display outputs by upping the core or vRAM voltage on the GPU? Does anyone know? Thanks!

If a DVI cable works fine, why not just use that all the time?
