I can't answer the VGA-DVI question
However, SLI means Scalable Link Interface for nVidia Graphics Cards. Basically it's just using 2 or more graphics cards in one motherboard. AMD's equivalent is Crossfire.

A regular adapter doesn't need to make a signal conversion from digital to analog. It takes the analog signal from the DVI-I port and re-configures it to a VGA port. An active adapter has to make the signal conversion from digital to analog. A simple cable cannot do this.

The three DisplayPorts (as well as the HDMI) outputs are for connecting more monitors.
