Display problem

When I'am in a windows inviroment in the background depending on the color horizontal stripes will showup. When in games and video the lines are nowhere to be found. Where can the problem lie and what can I do to narrow it down?

If there are only 2 stripes about 1/4th from the top and bottom of your screen, this is perfectly normal because these are thin wires used to bend the electrons to go to the right spot on your display surface. otherwise i wouldn't know what it is.
