I have a problem with the PC, when I turn it on the monitor does not receive a signal and after a while the PC turns off and turns on again

Ram: 16gb ram 3000

SSD/HDD:120gb ssd 1t hdd baracuda

GPU: Rx 590 8gb

PSU: M12 II Bronze 620w age 3 or 4

Chassis:-

OS: 10

Monitor Philips 220sw8 50-60 Hz

Try and source a donor(borrow, not buy) PSU that's reliably built and has at least 650W of power at your entire system's disposal.
