Display/Retrace test failed

Helping a friend who encountered issues while installing a new mother board and gpu

Mobo: MSI 970 gaming am3+
AMD Fx-4300
8gb ram
New gpu RX 480 8gb
PSU: EVGA 600w 80+

Before installing the new card we wanted to get the motherboard configured so we plugged in his original 750ti. Windows loaded and launched, made it to the home screen. Everything worked fine, but all the while there was a beep code in the background, 1 long 8 short. Tried the 480 was able to login to windows and get to the desktop, the beep code started again and the disk drive would not read the drivers.

I reset the CMOS, plugged the 480 back in to arrive at the desktop again with the same beep code,1 long 8 short. After a minute the pc crashed (black screen) to the error message "PFN_LIST_CORRUPT".

This is where I'm stuck. I referred to post code master to see that the code meant "Display/Retrace test failed". I originally thought that the 480 might be defective, but because both cards came up with the same error I'm not so sure. The power supply is new, but I know it's not the best (I didn't recommend it), could this be an issue? The only thing that I can think of to try is to update the bios.

Any ideas?

It's just an upgrade so windows is already installed on the hard drive. The computer recognizes it and it will even boot into Windows untill it crashes with the above mentioned error. The beeping starts when Windows begins to load.
 
Run memtest and if it passes make clean windows install, current one will be infested with old machine configuration, drivers etc.

Btw memory test can be run from Control Panel -> System and Security -> Administrative Tools -> Windows Memory Diagnostic. It does the job as well.
