Its been doing this for a while now and it happens while am in game which cause crashes and on desktop when am watching videos on YouTube I see a hiccup and when I open my Nvidia control panel and check the scaling it will be switched to GPU, my setting which I usually use is Display. Please help it's ben causing a lot of issues and I cant figure out why my system switching scaling to GPU?!!

Are your display drivers up to date? Did you recently update Windows files? There can be many reasons, sometimes gpu driver corruption. I would try to use DDU uninstaller and install the newest drivers. See if that helps. Display Driver Uninstaller Download version 18.0.5.1 (guru3d.com)
I tried a fresh driver using DDU and I had installed fresh copy of windows and the problem still persists and usually happens after a game crash (Apex Legends, only on Storm Point map) I get a hung-up device error and when I check after the Nvidia control panel I find it changed the scaling to GPU

Ok so this is new information, device hung error. Did this actually start after a newer driver installation? Check to make sure your DirectX is up to date. You may want to try going back a couple of Nvidia drivers and install there. I would start from 472.12 that is the last Game Ready driver I believe, before theY screwed around and included DCH in all of them. If it does help then you can go up the line of drivers until you find the drivers that caused the problems if you want to go that route.
