Display wigs out intermittently

Recently I upgraded my Display and updated my graphics driver, now I get various forms of glitches from screen flashing off and on, Colors inverting, a usually small portion of the screen ending up on the other side, and getting a super slim green bar appearing at the bottom of the screen. not sure if it's my display or the recent update from AMD I tried reinstalling windows 10(No Boot Media), tried various versions of the driver and tuned down the display. so I'm thinking AMD released a bad update, I'm pushing this card too much,or i have a bad hdmi Cable. It's not bad enough that it needs to be fixed but it is inconvenient, and going back to my old monitor is out of the question
I have an Raedon RX 460
Athlon x4 860k
24GB RAM(8 dedicated to a Ramdisk)
and Vizio Pseudo 4K display

Your system is not good enough to run at 4k in games.

Test with another display and another cable/connection types. Till you do that anything else is just guessing.
