Question Displayport only works when monitor is already on. why?

So this is weird. I recently got a new video card. I installed it, but when I turned my computer on, I would get no picture. The monitor was detecting something, but the screen was black, and then it would turn off. The only way I would get an image was to turn the monitor on and then turn my computer on. Why is this happening? With my old video card I could just turn the computer on and the monitor would turn on by itself no problem. This isnt the worst thing, but it is pretty annoying. Any ideas what could be causing this?
p.s my old card was a rx 480 and now I have a 2060 super.

For me i need to turn monitor on a second or two later otherwise no picture. We both can't win.
