Is DisplayPort 1.4 compatible with the Asus VG248QE monitor?

The monitor itself supports DP 1.2, but should happily accept the signal from your GPU.
It is a backwards compatible technology.

So just to be clear if I connect the Asus VG248QE to my PC's Displayport 1.3 port, it will work just fine?
Also, are there displayport v1.3 cables or are all displayport cables the same bandwidth?
Sorry if my question sounds ignorant I am new at this and I seem to get displayport cables with no obvious version as results when I google for cables and not so many 1.3 version cables.

Yes, any version DisplayPort port will work with any version DisplayPort monitor.

All versions of DisplayPort support 1080p 144 Hz so cable doesn't really matter. DisplayPort cables do not have versions, though some are better quality than others; see here: https://linustechtips.com/main/topic/729232-guide-to-display-cables-adapters-v2/?output=DP
