Distorted computer audio.

I get random distorted audio on my laptop(win 10) and desktop computer (win 7). The volume blasts up and distortion lasts 30 seconds to a minute. It happens when playing a video, streaming video, or playing an online game. It happens less than once every few hours. I am thinking it is caused by something interfering with the intermediate frequency of the audio. Like shortwave?

You're talking of the same issue on two systems on two different OSes. I would suggest you first, update the BIOS on both systems and secondly uninstall and the reinstall the audio drivers on both system's with the latest drivers corresponding to your platform and OS compatibility.
