Distorted rainbow colors on screen

My brothers computer is not displaying correct colors at all. Everything seems "inverted" and is especially noticeable in gradients on screen. My brother had just bought a gtx 1060 and has only been using it for about 2 months so i doubt something is wrong with the card. Another thing that makes me think this is a software issue is that the motherboard startup splash screen displays perfectly, there is no "distortion" until windows actually starts. So i have a feeling its something software related. I tried reinstalling nvidia drivers but that didnt help. Also another piece of info. I tried reinstalling windows to see if that would help, and it did at first. I got all the way through the windows setup with no problems. But i opened internet explorer to install nvidia drivers from their website, but halfway through typing "nvidia" into the search bar the screen went back to being distorted. I have attached some pictures to show what it looks like. Please help.

try using the original software disk that came with the videocard not the newest driver off the net.
