Dividing CPU cores between programs?

I know that you can set the affinity in Windows so that an application can use for example core 3 only, but how do you set it so that NO other services/applications can use that core. I want a single core for one program!!

I don't know if you can and I also think that if you need that sort of thing you are on the wrong OS.
