If you wanted an easy way to build a laptop that uses a genuine Pi, I think it'd be better to start with the 400 and then integrate it into a shell with a touchpad and attached display.

If you had deeper pockets, it'd be interesting to make custom laptop board, featuring the Pi's SoC. Perhaps you could even arrange it to fit into an existing laptop body.
