Question DLDSR on 1080p monitor vs native 1440p monitor

My current system is :
4790K 4.4 ghz
16GB DDR3 2400 mhz
RTX 2070 8GB
24" LG 24MP59 75 Hz 1080p IPS monitor

MSI Afterburner shows GPU usage at 80-85% most of the time in 1080p which means the graphics card is bottlenecked.
Activating DLDSR 1.78 allows me to set the resolution at 2560x1440. GPU usage rises to 95-97%. The improvement in image quality is amazing.
Is it worth upgrading to a 27", 165 Hz 1440p IPS monitor ?
I can get Asus VG27AQL1A for less than $300. How beneficial is G-sync compatibility?
I've heard HDR400 is pretty useless.

I mostly play single player. 60fps is fine for me.

10 year old CPU? My backup machine is a 4790k + 1080ti. Never will be able to run windows 11. No TPM2.0 support. GPU is the bottleneck. Not worth dropping any more money on such an ancient combo. Time to upgrade.
