dmv.ca.gov won't load though Website is up and running

I have a rather bizarre issue with "dmv.ca.gov " website , it just won't load for me on my laptop . The website IS NOT down . People around can load it and navigate the site with ease .
I've gone to State of Calif Website and milled around . But when I navigate to DMV Services or anything pretaining to DMV Im locked out . Someone suggested Googles DNS Address 8.8.8.8/8.8.4.4 , but this had no effect . This is beyond me what the issue is . DMV has always work for me . So I'll throw this to see wha-happens

Check your hosts file to see if a redirect was entered for the DMV site look for something like

127.0.0.1             http://dmv.ca.gov

what is that mean, error message? what is the message?
