DNS being blocked by router?

Hi,

I know how dns works apart from this case;

I have my pc set to use google's dns at 8.8.8.8 and their ipv6 address, however despite this I get dns server errors for loads of websites, it says my cache administrator is the company that operates my home network (not isp) is it possible the router is just forwarding dns traffic to it's own dns? Haven't come across this before, when I use a vpn everything is fine.
Any workaround?

I live on a compound, it's basically a bunch of wireless access points and switches that get forwarded to a central router, It's owned by the company that owns the compound but maintained by another company.

I usually use a vpn so not usually a problem but because it's really over capacity for downloads I usually turn the vpn off, that's when I get the problems
