Question dnsmeter

I have no idea where to post this so i'm just gonna leave this right here.

I watched an Amplified Reflective DNS attack being done using:

dnsmeter -l 1000 -q (someIP) -z (victimIP) -p DNS1.txt

could anyone explain to me what I'm seeing right here?
I tried finding dnsmeter but i don't seem to be able to find anything about it. Is it a program on its own or a command in a different program?

A google search will show you WHAT dnsmeter is. Discussing how to use it to create a DNS attack would be outside the allowable areas of this board.
