Do all retail box processors come w/ heatsink fan?

In particular I'm thinking about buying this i3-530:

As far as I can work out from elsewhere on the web it should come with a stock heatsink and fan? Is this true? The ebuyer website doesn't have many details.

Also, this is for a HTPC build and if the stock cooling solution is too loud then I'd like to replace it with a Scythe SCZP-2000 ZIPANG 2

Retail means both cpu + fan. That's the reason for the box. Otherwise, it's called OEM = cpu only. Like harddisks & optical drives, we buy OEM. No boxes. Just sealed antistatic bags.

Also, retail = 3 years warranty for cpu by Intel. OEM = 3-9 months by retailer.
