Do cpu's come pre- installed with a Windows software when bought new? Or is the motherboard that comes pre - installed with it

Solution
Here's the deal. CPUs do not store information. They process it. The motherboard holds the pieces of the PC and lets them communicate. A hard drive stores information. You need to buy a copy of windows (or download a Linux image) and install it to the hard drive. Then when the motherboard starts to boot it will search the hard drive and find your operating system, and boot it. Have you made a parts list yet?
