I have a 980 Ti and a 1440p 144hz gaming monitor. I want a second monitor, either a 4k one or a 1440p one OCed to 80 or so hz. How much of a FPS hit would it be to play a game on the gaming monitor, while having Chrome on the other monitor - 80hz 1440p, or 4k?

you shouldn't have much if at all the only thing a second monitor should do is take up a small portion of VRAM off the gpu so it can display the graphics onto the monitor, that is pretty much it as far as I know unless a game is taking up a considerable amount of ram it should not impact performance.
