Question do encoders and LCD controllers create input lag?

im considering building the ETA prime Arcade1Up raspberry pi cabinet. i just wanted to know will using these encoders and this LCD controller will create input lag?

You should know what you're getting into. Don't expect these are "plug and play".

"Lag" is something application-dependent, and how this application processes inputs. The input devices themselves (pads, encoders etc) do not create lag.

And I have no idea why you think this LCD controller will work with RPi. You'll need some serious electronic skills there. You better start with standard HDMI monitor, and only after you get it working start thinking how to cabinet it.
