Do HDR and WCG need to be enabled in Windows settings for games to support them?

In games that support HDR and WCG, do I need to have HDR and WCG enabled in my Windows 10 settings? I ask because having those ticked and playing games that don't support those options through Steam Big Picture mode causes some issues (TV flashes saying HDR is enabled on game boot, colors can get messed up). I'm using Windows 10 Home Edition.
