you need at the very least the factory (oem)( Intel heat sink on the cpu yes, to prevent it from burning out in like 20 seconds.
do you need a non-oem one (not an intel provided one with cpu) no, unless you have cooling issues.

Since I don't think the "K" versions of Intel processors come with OEM coolers anymore, you will need to purchase a third-party CPU cooler. Non-K versions still come with OEM coolers, I believe.

Also, even if you have the non-k stock cooler, it is not keeping up at all. A ton of people are having to replace it because that chip runs super hot. Go with an aftermarket for sure.

Yes, you need a cooler. It doesnt matter if you are overclocking or not but you are putting you CPU in stress (when gaming or other CPU intensive work) that means rise in temperature and to control that temperature you need a cooler (factory one or Third party) so that your CPU doesnt burn itself. I will always recommend using a good market cooler, it will drastically lower your temperature and also increase CPU life..

As the 8700K does not come with a cooler at all, yes, you need a cooler appropriate for the 8700K...

If you case will allow the required 168 mm mounting height, I'd start the search with Noctua's NH-D15
