Do I even need a Hard drive?

I ordered all my parts for my new PC but my hard drive has not come yet and I just want to know if I can use my 16GB USB as a hard drive. I have all my other parts and I just want to turn my PC on and browse the internet until my drive comes.

No, you NEED a hard drive. You cannot effectively use the USB as a hard drive replacement.
