Do i have a bottle neck?

specs - EVGA - SuperClocked NVIDIA GeForce GTX 1070, 16g gskill, Intel Core i5-6600K, Gigabyte GA-Z170M-D3H Micro ATX LGA1151,Corsair cx750m Power Supply, h7 cpu cooler, ADATA Premier SP550 240GB 2.5" Solid State Drive. In overwatch i get 90 fps on medium settings i have my cpu set to 42 oc, and the card is normal. the temps seem fine. ive tried uninstalling almost all my drivers. is this normal, seems a little off since i see other people getting well over these frames with lower end builds. any help would be nice.

update- i looked at my temps and my gpu is idling at 54 cant find a good reference to tell if thats normal (Also its the best buy exclusive one no idea if that means something.)

i play at 1080p and i reverted back to my old rx 480, and the cpu back to its default clock speed, im getting about 90-150 fps at low settings. I can play with it, but when it drops to 100-90 i get really flustered.
i forgot to mentaion that i had a bsod after i tried to get my cpu up to 45 clock speed. I assume this may be one of the causes of my lower frames.
