Do I have a bottleneck?

I upgraded from a Pali GTX 770 2GB to a Palit GTX 1060 6GB today and I noticed in The Witcher 3 (which is the most demanding game I think I own?) That the usages seem quite low, as well as the FPS in certain areas. With everything in very high(except hair works).

My Specs currently are -
i5 4670K oc'd to 4.2Ghz
GTX 1060 6GB
Hypxer X Beast 8GB
Asus Z87-A

Do I need to upgrade my cpu? When running MSI Afterburner my CPU Usage was showing around 65-75% usage and my GPU Usage was approx 60-78% usage with mostly a solid 60fps, but some drops.
 
Yes.... but only because *every* system has some form of bottleneck. It's whether you notice them in real world use that matters.

With CPU & GPU usage in the same 60-80% utilization (which will vary depending on the game/scene/settings etc), so, you have a pretty well balanced setup.

A 4670K @ 4.2GHz would pair nicely with a GTX 1070 also, in most titles - but it's not holding back your 1060, nor is the 1060 holding back your CPU.

Don't assume that Witcher 3, or any individual game, is the definitive test. Run 3dmark to see what score you get, then compare that to other i5 4670K/1060 scores. Are you at least in the ballpark? If not then this tells you the problem is with your system, if your score is around what it should be then the problem might be with how you have the game configured. Check CPU and GPU temperatures as well, to rule out thermal throttling.
 
I found the problem, I had 2 device drivers installed at the same time - the 770 & 1060. Using DDU I cleaned it out and reinstalled the 1060 driver, performance is well above 60fps now.

Temps were never an issue, CPU under load was 65-68c and GPU never goes above 65c either.
