Do I have a compatibility issue?

I have a GA-Z170X-Gaming 7 rev 1.0 motherboard and a Geforce GTX 1060 Windforce OC 6GB (GV-N1060WF2OC-6GB). >>>PARTS LIST<<<

I've installed the card but now the computer is either freezing or having boot issues, where it will start then shut down and repeat over and over quickly like a light bulb blowing out.

I'm trying to narrow down why. Part picker says its fine, but all I can find is that the motherboard has a PCI-E x16 slot and the graphics card is a PCI-E 3.0 x 16.

Any help would be truly appreciated as I don't know how to determine what generation of PCI slot the motherboard has.

It's 3.0 but it wouldn't matter.remove EVERYTHING except 1 stick of RAM and the CPU/cooler from the board and see if it'll boot. If so start adding parts to see which causes the issue
