Question Do i have a cpu bottleneck?

I have an i5 4460 paired with a 1060 EVGA SC, in games like watch dogs 2, AC Odyssey, all my cores are maxed out at 100%, while my GPU usually stays at 80%, sometimes hits 90% and goes back down. and in big areas of those games my GPU stays down around 60%.
But in games like sea of thieves, my GPU stays at 80% and my CPU stays at 60% a lot of the time going up to 90%

sounds like it. watch dogs 2 and oddessey seem to be CPU dependent games while thives is GPU
