Do I have a dead motherboard or cpu?

I just installed a brand new 9900k and gigabyte z390 waterforce, I loaded up to bios and went to mess with some settings to oc it. Before I could even apply anything it shutdown and that was it. It won’t boot to bios or make any noise, all I have is a the power button on the motherboard is on. Please help! And if I have to rma how good is Newegg with rma?

I used the monoblock that comes with it with my d5 pump and 360mm rad
