Do i have a dead motherboard?

So just today, I used my pc. When I tried to boot it up, it failed to work, checked my PSU and it did work (paperclip method.) Ifi set the 24 pin in the mobo it just doesnt do anything?
Is my bobo dead? This ismy mobo Gigabyte GA-B150-HD3P
 



Everything did it alright up until this momen, i don't know what is the issue, it was running for around 1,5 months and then this suddenly happened today
 


The paperclip test is not proof that the PSU is functioning within spec. It's only proof that the PSU is not completely dead.

It's the motherboard that sends the PS_ON# signal to the PSU. If that's not happening then there may be a problem with the motherboard. The PSU is also suppose to send a PWR_OK signal back to the motherboard so that the motherboard can determine whether or not it is safe to stay running.
