Do i have enough power for this upgrade?

So i want to upgrade my GPU from an r9 280 up to a r9 380x and I want to stay on the safe side for my computer, so as i am unsure if my super flower 650 gold edition PSU can support the graphics card...and possibly and upgrade from 8gb ram to 16gb. I feel like it should with ease but like i said i want to be on the safe side.
