Yes. By setting the vsync to adaptive all you are doing is telling the your GPU what type of vsync to use when it is enabled in-game.

It may not be necessary to enable both. The Nvidia Control Panel setting is supposed to override the in-game settings. Some games have a hard-wired VSync setting, that nothing can override. My recommendation to test it out is to use the Nvidia Adaptive VSync setting with the in-game setting off, then check to see if your framerate is capped at 60. If so, then you know that Adaptive VSync is in use.

That's true. You can enable Adaptive VSync globally or on a per game basis through the NVIDIA Control Panel.
