Do I Have To Go To Internet Explorer (Edge) To Manage Cookies?

Can't seem to manage cookies on Chrome, and everything I have found on google directs me to IE (support for which ended in '22). I need cookies back so I can manage getting to yahoo and sites like amazon without logging in, but I cannot find a way to do that on chrome or any other settings on w11. Also, do I need .NETFramework enabled? When I got this rig 3 weeks ago, it came with very little paperwork. Thanks and specs appear below

In Chrome
  • On your computer, open Chrome.
  • At the top right, click More

I have Chrome open, and I see the three dots, but when I click on them I don't see the word "more" by itself, only the words "more tools" - is that what you meant? Because when I click on "more tools" what shows next is a list that does not include "settings". I can scroll down and go to *just* "settings" and that brings up "Privacy and Security", but when I click on *that* I do not see "Cookies and Site Data". What I *do* see is "Site Settings". When I click on *that* there's another whole list beginning with "Recent Activity" "Permission" and "Content". Is there a section you want me to click on in that area?

I have tried that so many times, listed locations with permissions (including the examples in the OP) and I cannot make it work. I guess I could do a recovery, but I'd really like to know if I did anything to goof this up, because everything was working fine until a week ago.

tbh i havent opened chrome for a while now, so this was just copy paste from google help page
gear icon is missing from settings, other than that, cokie settings are all there

clear cookies when closing chrome and block all cookies gone now, but cookie settings still there
