Do i have to have windows 7 to put windows 7 iso image onto a flash drive

Hi we have an apple Mac air and want to put windows 7 on it
but need an Windows 7 iso image
I am lost as to what to do
On my XP windows computor can i do this or do I have to do it on the Windows 7 computor
