Do I have to re-install Windows ?

I bought a Windows 7 PC back in 2009 and the CPU and PSU died yesterday. Here are the specs:
Intel Core 2 Quad Q9400 at 2.66GHz
8 GB of DDR3 RAM from Samsung
500W PSU
Galaxy Nvidia GeForce 620 2GB
Acer G45t/G43t- AM3 1.0(MotherBoard0
and a 1TB WD Caviar Blue HDD.
I bought these parts and installed them.
AMD A8
MSI Motherboard FM2 socket
430W Corsair CX430 PSU

Windows crashes when showing the 'Starting Windows' animation and then a blue screen comes and then the computer shuts down. Do I have to re-install Windows 7 ? What do I do ? Please Help!!!
