I'm trying to build the cheapest computer I possibly can but I want to know SSD and no ram at all. Would it be more cost effective or way to slow

Solution
Forget the hype .... the SSD will save you a few seconds of boot time and that is the largest impact you will see. While an SSD and even a GFX card are by no means essential. TAM is.

Boot times:

SSD = 15.6 seconds
SSHD = 16.5
HD = 21.2 seconds

SSDs also are great for say moving 500 GB of files from one place to another and say Opening Chrome with 100 tabs. But if you don't do these things every day, you won't have ya life impacted ina any significant way. If they budget is there, by all means put in a 250 GB SSD. If it's not an SSHD instead of a HD will costs ya like $20 and you'll lose just 0.9 seconds of boot time.

No RAM means your PC will become a huge paperweight. The CPU needs RAM to function, and without any RAM it won't even start, forget being slow or not. So, if it's a really tight fit, just drop the SSD and go for a cheaper HDD - it will be slower, but it'll allow you to have a working system rather than a metal chunk.
