Do I need a 3D Monitor or can I just buy Emitter?

Thats not true all you need is a USB port for the emitter.

Its a active shutter 3d glass that requires a 120hz+ monitor to work, which means when its running your effective refresh rate will be 60 hz, this may elicit some motion blur.

I have no idea what lightboost is.

Just keep in mind this is basically older 3d tech, that while yes it works, IMO is pretty gimmicky and does have its drawbacks. Some people love it anyway, some don't.

I haven't been able to confirm it but I heard you need two video slots of the same type for the monitor. Is this true and if so, could I use a VGA and a Display Port slot? What about Light Boost Technology and motion blur? Will this be a problem?
