Do I need a better cpu?

Hey, I mainly play cs go and I was wondering if I should upgrade my cpu as I occasionally get only 40 fps on train and I average between 150 to 250 fps normally

My pc:
Cpu: i5 750 @ 2.67 GHZ
Ram 12GB
GPU: Amd hd 7950 (3GB)
Power: 600W
I'm not using an SSD which could be the problem?

Upgrading to 144hz monitor within 6 months

its not your hard drive which is causing an issue for your frame rates, if you want to upgrade to a 144Mhz monitor you are going to need a far better CPU to go with it which means a possible motherboard upgrade too.

Well with your current CPu your fine for CSGO just not modern AAA games.

If you would like to upgrade I recommend going for the Haswell i5 4460 socket 1150 or i5 4690/k otherwise you could go for the new Skylake i5 6500 socket 1151 CPU.

Of course these would require a new MOBO.

Would you be planning to play anything else?

Those specs easily exceed the recommended system requirements for CS:GO. Source-engine games are very light on resources.
