No, you don't need the Commander Pro.
The LL Fan multipack has a Lighting Node Pro and a Fan Hub, which will allow you to control your RGB. While the CoPro can replace this, you don't need it.
As ritvarsdavis pointed out, you have enough headers for your fans as well.
With that said, what would the CoPro buy you? First, it could replace the Lighting Node Pro ... but that's not a big deal unless you are planning on growing your RGB. The other advantage is the integrated fan controller and the thermistors. This allows you to control your fan speeds from Windows and to base those fan speeds on the temperature reading from a thermistor on the Commander Pro. As you can control where these are placed, it gives you the best flexibility...
