Do I need a CPU Fan for a CPU that only takes 10w TDP?

I am looking for a PC that does not require any cooling fans (Silent PC) and after discovering what TDP means, I found a cpu that only uses 10w TDP. This is a tiny amount of tdp, and can anyone please tell me if I can use this at full load without a fan or heatsink with no risk of overheating?

I'd run a 10W CPU without a fan, but not without at least the heatsink. Heatsinks don't make noise, anyway.
