I am going to be upgrading my GPU in the next month or two from a GTX 770 to a GTX 980 Ti. I am doing this upgrade for one to have a better GPU but am also going to be getting in to 4k gaming. I currently have an i5 4590 and a Z97-G55 Motherboard. Will I want to upgrade my CPU/ and or my motherboard to perform 4k?

You're gpu is going to be whats stops you at 4k not your cpu. Unless its smaller games, a 980ti is not going to give you 60 fps at 4k. All of the review i've seen have even shown sli 980ti to be hit or miss at 4k when it comes to getting all 60 fps all the time.

What would be the advantages of doing this upgrade?

nothing really for gaming... just multi tasking probably.

like others have said, youre completely fine just upgrading the graphics card
