A new computer would be advisable since the cost to upgrade your current PC and the performance you would get out of it is not cost effective. Your "ATI Radeon HD" video card is too generic of a description, you need to provide a model number so others can determine how powerful it is. Judging by the age of your computer it is perhaps one of the the Radeon HD 2000 series; like the Radeon HD 2400.

If you would like to stick with Dell, then the following Dell 620 should suffice for $500.

It is a dual core CPU and it should last you several years since it doesn't seem you anything really demanding. It comes with an integrated Intel HD 2000 video core, and while it is no where near the performance of a modern mainstream video card, it should suffice to play Fiesta Online. Of course you have the option to configure it with a video card before checking out or you can install one yourself at a later time.

If you are not brand loyal to Dell, then you can buy the following HP 505B computer for $400. The AMD Athlon II X2 CPU may not be as fast as the Intel Core i3 CPU in the Dell, but it is still faster than what you are used to. The integrated nVidia GeForce 6150 video chip may or may not be as good as the Intel HD 2000 graphics core. It should be able to play Fiesta Online, but you can always add a video card later.

If you feel uncomfortable about install a video card yourself, or you do not know someone savvy enough to do it for your, then you may want to get the Dell 620 and configure it with a video card. However, installing your own video card is not all that difficult.

Here's a video on how to install a video card:
