Do I need a new graphics card?

It's been a month since I last used my laptop and when I opened it again it seems broken. The logo design appears and the screen blinks three three times then a broken blue screen appears, after that it restarts again and repeats. The only way to use it again is to start it in safe mode or I'll disable the graphics card in device manager. Both have issues as there's nothing much I can do in safe mode and if I disable the graphics card the screens becomes laggy and there's a delay.
What should I do?

First try updating (or if recently updated then downgrade) the drivers for your graphics. If the driver(s) is/are a problem or are faulty that can give you this issue.

If, however, that doesn't resolve it, then I would look into replacing the GPU.
