Do I need a new Hard Drive?

I have had below average performance in GTA V for a while, and the only thing people tell me is that I need a new CPU. While this is true, I think there is a different problem. While playing GTA V, all is well for about 40 minutes. But then, everything goes haywire. Huge, frequent lagspikes, rendering the game unplayable. Naturally, when this happens, I open task manager. 100% disk usage. Always. CPU usage is high as well, but never 100% when the game basically dies. Does this mean my Hard Drive is causing issues?
 
No the thing using windows to tell you how much your hdd is being used is bogus honestly. I would go in, it would say 100% yet only a read/write of a few MB when they can handle 100+

Run Crystal Disk Info on your PC. If it say anything but caution let us know what it says. If it says good it should be fine.

In the mean time can get get the rest of the specs of your machine?
 


https://pcpartpicker.com/list/rzQsgL - I checked with Seagate's "SeaTools", ran a test on my drive, and it says that it is fine. Also, this may sound dumb, but I just realized my RAM speed is 1600 (bought prebuilt and upgraded) is this a problem?
 
lol no RAM speed has almost zero effect on most of the system honestly. You won't see much of a different if you have something running DDR3 1600 vs DDR3 2400. I didn't see a different on my AMD machine of it being at 1600 vs the 2400.

You are running a Toshiba hard drive which honestly is one of the worst brands you can get. I would run the Crystal Disk Info just to be sure. Then if it shows good, run Crystal Disk Mark and show what the results are
