Do I need a new PSU?

Currently have this PSU:

Processor AMD Athlon(tm) II X4 640 Processor, 3000 Mhz

8 GB DDR3 RAM

HP p6710f was the base (added 4 GB ram and the PSU above)

Was told I'd be able to run the 650 Ti just fine, but I want to be sure.

well the psu comes with a single 6pin pcie power and the card requires one so you should be fine

Multiple +12V rails complicate things, because it can be hard to determine which rail each component is using, and if you end up with more on one rail than it can handle, that can cause problems. That setup with a 650 Ti would require about 17.5 amps, but your psu offers 17 amps on one +12V rail and 16 amps on the other.
