Do I need a sata to usb converter to do a fresh install on a ssd

Hello i am going to buy a Samsung 850 EVO ssd but i was wondering do i need a sata to usb converter if i am going to a fresh install of the OS. Also if i did decide to clone my hdd and migrate it over to my ssd can i do that using another sata cable.

*Note: This ssd will be installed in a desktop
 
Solution
In a desktop, you could just add a SATA cable and connect a spare SATA power cable while you clone to it. When you first connect it and boot the computer, it should show up as an additional drive (D:, F:, or whatever). Once you've finished the clone, disconnect the old hard drive and set the SSD as the boot drive in the BIOS.

You can then go back and connect your old drive if you want to use it as a data or backup drive. Ideally, you should format it and get the operating system off of it.
