Do I need a video card to watch HD movies with Asus - PRIME X299-A ATX LGA2066 Motherboard and Intel - Core i7-7740X 4.3GHz Quad-Core Processor. I have heard Intel claim their 7 gen processors don't need a video card.

Assuming you don't game if you are asking this way, why are you buy a very high end quad core? Typical case for that CPU is gaming. That CPU has no onboard graphics so yes you will need a GPU regardless. However I would question stepping into the x299 platform. Tell everyone what you use your PC for and I'm sure many of us can get you something cheaper that will be great.

For watching HD movies? No.
For gaming, then yes.
