Do I need an AVR for my power supply?

Some people tell me that I need an AVR for my computer. Others tell me that if I have a high rated power supply, it's okay even if I don't use an AVR. I plan to buy the seasonic m12ii evo.

Also, I live in a 3rd world country. But is it really okay not to use an AVR if you have a high rated power supply?

By AVR do you mean an UPS?
If so then it really depends on quality of the electrical grid in your area. Also the m12ii EVO is not what i would call a high rated PSU these days. It's build on an old platform, not true dc-dc and miss some of the newer protection features. Go for the Seasonic Focus series instead.

an Automatic Voltage Regulator. I just bought one earlier just to be sure. And also, thanks for telling me about the PSU, it helped a lot because I would've plugged it directly into the outlet if I hadn't known. I'm just new to building, so thanks :)
