Do I need an SSD if I don't care for boot or load times?

Every time I ask for help with my build people ask why no ssd. Is it really worth the $100ish if I don't care about the boot and load times?

I would recommend an SSD if you have the money and there is nothing else you need the money for as I was of the same opinion as you but then I built my new PC with an SSD and I can tell you it is really a lot faster. If you really don't care for the massively improved boot times, then the other argument is a bit more storage. But if you don't want one, don't get one.

What is the budget, use, and parts list of the rest of the system?

If it is a $500 system, no SSD needed.
If it is a $1,500 system, I will criticize it for not having an SSD.
 
No you don't need one. It's a nice to have option that improves the overall responsiveness of a PC but doesn't actually help it run software any better.
If you do get one the biggest problem is you'll never want to go back once you get used to it.
