Do I need case fans if I have a CPU liquid cooling system?

Good job you didn't cover the system like that or it would indeed overheat and, at the very least shutdown randomly to protect itself from damage.
You can get hold of dust filtering sheets to keep buildup to a minimum and they're very effective, positioning of the system also plays a part in buildup, just keeping it a few inches off the floor makes a significant difference for example.
What case do you have and EXACTLY what fans are installed?

Yeah your going to need case fans, at least 1 exhausting hot air and 1 or 2 pulling cold air in. With a neutral system it will eventually overheat since there is no way for all that heat to escape.

I planned to cover my PC with this dust proof cover so I thought it would block the airways so I'd rather change to water cooling and remove all the fans

The intention is to block all dust but still keep the case as cold as ice
Is that a good approach?

you need case fans to make air flow, the covr you show is to keep dust free the pc while it is turned off

it doesn't allow air to flow to the watercooler you installed, you are going to basically cook your pc with that approach

install casefans and don't use that cover, does nothing in reality, not much people turn off their pcs anymore

If that is the case then how would I go about keeping the dust away? It's too much of a hassle having to clean the case every couple of months

There is no way to avoid dust if that's what your getting at man. Either chose not to clean it and eventually shorten the life or take 20 minutes out of your day each month or two and clean it. But overall you are going to need case fans period. You can use that cover on the pc at night when your turn it off from

It's placed approx 2 inches above floor (the back is approx 3-4 inches from the wall)

CPU fan: CoolerMaster Hyper TX3 EVO

Yes I know the problem is there are some places I can't reach for cleaning so the buildup is permanent that's why I wanted to completely avoid dust from getting in so it doesn't build up in those spots
BTW there's plenty of people out there concerned about dust in their computer lol

That PC that linus is using looks like it was built in the 1970s.

But yes, you do need extra fans and the dust doesn't just come and set like that if you keep your room, or wherever your PC will be clean
